Royal Commission reports within AustLII don't match constraints

URL https://www.austlii.edu.au/au/other/vic/VicRoyalC/2019/1.html is a valid link to a Royal Commission report that is triggering the format and subject type constraints at Q115519824. For Royal Commissions:

1. Can be of type "Royal Commission"
2. Can have multiple reports for the one royal commission
3. I think that the exact PCRE format for Royal Commissions is "au/other/(cth/AURoyalC|vic/VicRoyalC)/(18|20)\d{2}/(/\d*)"
