A classification, not an identifier

Note that wikidata uses ISCO-08 occupation class (P8283) as a classification, not an identifier. This is why P8283 appears in the top half of the statements on an item, rather than the external identifier part.

In general, many occupation items may share the same P8283 value.

i.e. it is not the case that ISCO-08 occupation class (P8283)property constraint (P2302)distinct-values constraint (Q21502410) <--  Y this is not true.

This is in contrast to eg the more finely-grained ESCO Occupation ID (P4652) where in general a particular value should only appear on a single item.

The 'main' item for a particular value, i.e. the item which encompasses the whole group of occupations with a particular P8283 value, should be identified with a statement
