Task: Import langlinks from enwiki (and possibly other projects eventually)

This is part of a larger request on enwiki (link). The bot will create items for pages that don't exist yet by using the existing links. If that throws an error because some sitelinks are already in use, the bot will attempt to merge the items if the existing links are identical to the local ones.
