Sir Thomas Vernon of Hanbury Hall, Worcester was the eldest son of Richard Vernon by Jane, daughter of Reverend Thomas Carter of Dinton, Buckinghamshire. Having studied at Middle Temple from 1672 to 1679, and been called to the bar in 1679, Thomas Vernon later became an eminent Chancery lawyer. His law notes were published after his death under the direction of Lords Chancellor Macclesfield and King, and subsequently re-issued at Lord Eldon's suggestion.

The Vernons had been settled in Worcestershire since 1580. Having inherited the family's property Hanbury Hall (now National Trust) Sir Thomas spent a great deal of time and money there, also becoming Whig M.P. for Worcestershire. In 1680 he married Mary, daughter of Sir Anthony Keck, also a Chancery lawyer. Vernon died in 1721 without issue, leaving his estate to Bowater Vernon, his cousin.
