Constraint: "must be in Portugal"

Hi there,
the constraint that every item that has a SIPA ID must be in Portugal is obviously not correct, nor welcomed. The SIPA database does not only lists monuments of Portugal, but also in territories/countries that have been Portuguese before, like Brazil, Angola, Portugal, Goa, etc. --Jcornelius (talk) 08:43, 2 August 2018 (UTC)

• I changed it slightly. Most constraint violations disappeared ([1]). One could also add more countries to the list.

Uniqueness constraint

At least in one case ( http://www.monumentos.gov.pt/Site/APP_PagesUser/SIPA.aspx?id=3737 ), there is only one SIPA for two (related) monuments: in the case, the sanctuary (Q4504595) and its fountain (Q66815461). The section "Protecção" even refers to them individually, and points to their (separate) classification.
