How should a Wikidata item about a patent refer to the patent office that approved it?

It seems that WIPO ST.3 was created by WIPO to indicate unambiguously the relation between a patent and the office that accepted the patent. Yet according to the documentation above, the WIPO ST.3 code is to be used on countries or organizations, but not on patents. I used to on a patent item to point to the office and this was unceremoniously deleted without explanation. How then should one indicate the country associated with a patent, if not with this code? -- econterms (talk) 01:42, 16 December 2017 (UTC)
