Changed constraint from "road" to "National Scenic Byway"

The class requirement constraint that these all be "roads" is incorrect - byways could be a network of roads so it's better to just make the class constraint that it be a National Scenic Byway (Q800517). -- Fuzheado (talk) 10:59, 14 July 2019 (UTC)
