Constraints and examples adjusted from Proposal to remove conflation of historic marker and the subject of the marker edit

Since the IDs represent a historic marker sign and are not the subject of the marker I added updated examples and added constraints to be a commemorative plaque (Q721747) or subclass to remove the conflation of human and marker, building and marker, etc. Once the 120 values are converted the subject constraint will be added to ensure there is a relation between a marker and the topic which it references. This separation also affords linking the marker to geographic locations with cleaner matching of historic markers and markers in OpenStreetMap and other sites interested in markers specifically ie OpenPlaques, Historic Markers Database etc. This separation also allow more descriptions for the markers that do not apply to humans ie material or other other attributes.
