The following test provides counter intuitive results :
Paris (Q90) is a department of France (Q6465)
{{#ifeq: {{is a|Q90|Q6465}} | true
| {{Q|90}} is a {{Q|Q6465}}
| {{Q|90}} is not a {{Q|Q6465}}
}}
