Draft content for a future help page related to Wikidata:Property proposal.

Before you begin edit

First, think about how many times the property will be used. If the property will be used less than 100 times, it probably shouldn't be added.[1]

Next, consider whether statements that would use the property could be implemented using a more general property with one or more qualifiers. For example, there's no need for a "papacy began" property because the beginning of a pope's tenure can be stated using the property position held (P39) with the qualifier start time (P580), like so: Pope Francis (Q450675)position held (P39)pope (Q19546)start time (P580)13 March 2013.

Then, check whether the property already exists or has been proposed before. Methods for finding existing properties are listed in Wikidata:Properties § Finding properties. There are a few places to look for proposals:
