IT-AO edit

Hi! Thanks for your work on tidying up all the ISO 3166-2 code (P300) issues. However, I've run up against a slight problem with one of these. A couple of years ago you added IT-AO to Aosta (Q3367). However, Q3367 is the Commune of Aosta (only one of many within the Province of Aosta), and by my understanding (and according to https://www.iso.org/obp/ui/#iso:code:3166:IT), this code should really be on the Province. To complicate things, Wikidata doesn't currently have a separate item for the Province, as it's functionally the same as the Region (though the region has a separate IT-23 code). To resolve this I think we need to create a new item for the Province, move the ISO 3166-2 code (P300):Aosta (Q3367) to that, and potentially see if other things that should be on the Region are currently mis-attached to either the Commune or Province. Hey Oravrattas. Yes you are right, I have mixed up the commune and the province there, but as you already pointed out, things are complicated. The best solution would indeed be, to create a new item for the province. However, since I don't know enough about the precise differences between these two I wouldn't want to do this. I think this should be done by somebody with knowledge about the local intricacies. This is unfortunately a common issue when dealing with ISO 3166-2 code (P300). In come cases, there are also items that mix up two different levels, both with separate ISO codes because they have the same size and the same name. Anyway, thanks for pointing this out.
