Property:P131 ("located in the administrative territorial entity") has an hierarchical classification; so, if Q61391065 (O Burgo de Negral) is located in Q20543455 (Friol, the parish), you don't need to add other places in P131, because the parish is already located in it municipality, the municipality in the province, and so on.
