@Psiĥedelisto: Wikidata doesn't support the json/hash style datatype that you seem to be proposing here; I think what would be compatible with Wikidata is a separate property for each statistic, for example "FBI UCR violent crime statistic" which would have quantity datatype and use reporting year as qualifier. However, in general since this will be a lot of numbers attached to every city, it may be better handled by Commons Tabular Data, have you looked into that?
