Motivation edit

NDL law ID (P8635) links Japanese law items to Japanese Law Index (Q98756114) provided by National Diet Library (Q477675), but it only covers those after February 1886 when the law framework was changed. The acts/ordinances/rules decreed before that is also very important in Japanese history, and some (only a few) of them is still effective today. Japanese Law Index (early Meiji years) (Q108126821) is an equivalent database covering laws decreed in 1867-1886, also provided by National Diet Library (Q477675), and the ID in this proposal would be useful for linking and authority control. To differentiate, e-GOV law ID (P8610) only covers currently effective laws, and NDL law ID (P8635) is equivalent but has different coverage as already mentioned. law identifier (P8550) can be general identifier for laws/documents in organizations, but some decrees in the very early years lack any law identifier (P8550).
