This is the identifier for a police zone, a Belgian concept related to law enforcement. There exists an official URL formatter and the identifier has been used in other places, e.g. https://web.archive.org/web/20080415212833/http://www.info-zone.be/fiches/wvl/5453.htm (now defunct).
