The hierarchy differs between each federated state of Germany (Q1221156). For North Rhine-Westphalia (Q1198) it would be:

While there is an item for Q13415859 in Wuppertal (Q2107) (and maybe other cities), for North Rhine-Westphalia there is none for this level in general (beside Stadtbezirk (Q2740635) which does not refer to any country). Most likely because there is no article on German Wikipedia (or any other Wikipedia).
Some
Gemeinden
are called
Stadt
(see place with town rights and privileges (Q13539802)), but this is only for historical reasons. It is an honourable title without any administrative meaning.
Subdividing a
kreisangehörige Gemeinde
into
Bezirke
is optional (hence the brackets). I once created an item for this (dwelling place (Q4632675)), but its meaning was changed. The general term can be found at Ortschaft (Q11183787). See User talk:Alexander Sommer#Q4632675 for a discussion.

names them or even describes their borders, but they are of informal character and have no administrative meaning. Like for neighborhood (Q123705) and the like there is a great relatedness to these subdivisions and having them shown up on street signs et al. arouse some irritation concerning their informal status. There is quite some confusion as sometimes

or the like (and of course in that very case have an administrative meaning).
In North Rhine-Westphalia Gemarkung (Q1499928) are a matter of cadastre (Q191072) and have no administrative meaning in the sense discussed here.
The Aachen cities region (Q6272) is a case of its own. It can be seen as a
Kreis
, beside Aachen (Q1017), while part of it, is
kreisfrei
.
To make it a little bit more complicated there are also two Landschaftsverband (Q897285), the Regionalverband Ruhr (Q49849) and the Q1802681, which all four act in some cases like they were an administrative unit of its own (above

).
