Conclusion
editIt seems license is not a big issue in Germany. CC0 is spreading :) Also open formats like geojson seem to be used but there are still more shp than geojson. As in Sweden some data owners only share a WMS link, but that is just terrible from a data consumer perspective. I have not gone deeper and investigated if they have an open data law in germany or if there is a way to easily contact each data owner or publicly open an issue for each data set. 69 data sets seems very little for a country as big as Germany, there is a LOT missing it seems.
