I came across them when sorting potential values for category for honorary citizens of entity (P10280).

Other than

  • "Q16687686" has the English label "citizen" (the person holding citzenship)
  • and Q987080 "citizenship" (the award, honor, title or status of the citizen),

what's the difference between the two?

If Q16687686 is for a similar honor that happens to be translated the same way in English, I think it's preferable to use the same label, but to explain in the (English) description the difference between the two.
