Merging items edit

Hallo Albinfo,

For merging items, you may want to use the merge.js gadget from help page about merging. It has an option "Request deletion for extra items on RfD" to automatically place a request to delete the emptied page. This way of nominating makes it a lot easier for the admins to process the requests.

Municipalities in Albania edit

Hi
You created administrative unit (Q28017630) 2016. What is the intended difference with list of municipalities of Albania (Q2008050)? There was 373 municipalites prior to 2015 when 61 was formed. Most (all?) of the 373 became Municipalities of Albania (from english wikipedia "Most defunct municipalities are now administrative units and may also be cities, villages, or neighborhoods." I assume there should be one object probably list of municipalities of Albania (Q2008050) for municipalites under county of Albania (Q104251) both before and after 2015. From 2015 373 minus 61 should have an end date (assumes existing was expanded). Those with an end date may or may not have a start date for administrative unit (Q28017630) that is an administrative level below list of municipalities of Albania (Q2008050)? It shows the situation explained in en:Administrative divisions of Albania
Before 2015, there were 308 rural municipalities (Albanian: komuna; bashkia (Q1781058)) and 65 urban municipalities (Albanian: bashkia; municipality of Albania (Q768307)).
Now, in Albanian law, there are no more rural municipalities, only bashkie. All 61 bashkie are divided in administrative units. This difference as subdivision should be clear.
Your assumption is more or less correct. The only problem is the question of legal successor. And the next problem is, that we usually don't have different articles for the bashkia (municipality) and the city (wich is most usually an administrative unit). Example:
town of Kukës (Q210197) = administrative unit of Kukës (no article) = former bashkia of Kukës (Q210197); is part of today's bashkia Kukës (Q210197) = legal successor of the former bashkia and 14 other komune; used to be part of the former Kukës District (Q123395) (rreth); is part of the Kukës County (Q231896) which has the same boundaries as the former prefucture of Kukës (no article).
All quite complicated (and more complicated with the overview/list articles), but still correct. The example of Çorovodë (Q19307), former bashkia within former Skrapar District (Q194381) and now an administrative unit within Skrapar (Q20850560) should illustratite correctly with proper start and end dates. --Albinfo (talk) 18:53, 29 March 2022 (UTC)Reply
Thanks for the response. Yes the same object have different instance of (P31) depending on when. I am trying to fix interwiki for Swedish (and Cebuano) wikipedia for the articles created from geonames. Sometimes the current interwiki is not optimal since wikidata prior to the creation of the articles had different types in instance of (P31) and GeoNames ID (P1566).
From the bottom up as I understand:
There are currently 373 administrative unit (Q28017630) at level 3. The start date for all is 2014/2015 (do you know the date?) since of the 373, 308 was bashkia (Q1781058) and 65 was municipality of Albania (Q768307) prior to 2014/2015 as instance of (P31) with an end date. The administrative unit (Q28017630) will be located in the administrative territorial entity (P131) of a current level 2 (61) municipality of Albania (Q768307) and the current municipality of Albania (Q768307) will be in located in the administrative territorial entity (P131) for one of county of Albania (Q104251). I assume none of the 65 municipality of Albania (Q768307) is now one of the 61 municipality of Albania (Q768307). I am not sure that is a good idea to have the same object for two "different" things.
Why isn't both county of Albania (Q104251) and district of Albania (Q123266) first level? One replaced the other even if it took time. Shouldn't municipality of Albania (Q768307) be second level both before and after 2014/2015? Maundwiki (talk) 22:56, 30 March 2022 (UTC)Reply
district of Albania (Q123266) was first level until 1991, when prefectures becane first level wich were replaced by the new constitution of 1998 and a law of 2000 by county of Albania (Q104251). So, from 1991 until disfunction in 2000 or so, district of Albania (Q123266) were 2nd level (with municipalities at 3rd level at that time).
The law concerning the territorial reform of 2014 [1] doesn't give an exact date. It says: new municipalities after 2015 Albanian local elections (Q19845396), but not indicating if the date of the election is meant or the date of the official result or whatever.
De facto, we can talk of today's municipality of Albania (Q768307) as successors of some of the old municipality of Albania (Q768307). There is no de iure, because the law doesn't say anything about the details (as far as I know, maybe there were some decrees for the details. Absolutelty correctly, we would have "Bashkia (formed by law of 2000)" and "Bashkia (formed by law of 2014)". But there is no such correctness in Ablania ... I would ignore that.
In addition, we have Tirana (Q19689), that used to be divided before 2015 in mini-bashkie. en:Administrative units of Tirana claims, that they became administrative unit (Q28017630). I'm not absolutely sure about this. --Albinfo (talk) 13:57, 31 March 2022 (UTC)Reply
