Problematic subclass of spatial planning (Q149013)
editI don't think this is actually a subclass of spatial planning (Q149013). That is a process/activity, while this is described as "characterization of land based on what can be built on it and what the land can be used for", which is a description, not an activity. Various of the sitelinks use different meanings, too. We need to tease these apart and figure out which one this item should represent, and which should be moved to another (maybe new?) item.
