@ערן: For almost all practical intents and purposes they're the same, but for correctness' sake, on Wikidata there should be different entries in order to reflect the original database (SIRUTA code (Q12354785)). The two entities differ by their SIRUTA code (P843) code.
The capital of a city is the same as the capital of any commune of Romania (Q659103): the place where the rathaus (Q543654) is. In Romania, cities can include constituent locality (Q15921247) (level 3 components in the database, along with villages), which used to be villages, but now, more often than not, are mere neighborhoods. Still, since they have a SIRUTA code, they are considered different from the main city, even if almost no-one remembers their limits any more. Galați (Q170996) (level 2 in SIRUTA) does not have such smaller villages, but for consistency reasons there had to be a level 3 entity, and that is Galați (Q16898261). All Wiki articles should link to the city, not the locality, since the latter is a somewhat artificial construct.
