No one person is responsible, but you could see if anyone else has an opinion by starting a discussion at Talk:Q49085. In English African American does usually refer to residents of the US, just as American alone does, despite the impreciseness (note that the article you cited doesn't actually discuss the term African American). But you're right that Wikidata needs to be clearer: es:Afroamericano, for instance, refers to North and South Americans of African ancestry and says that the equivalent of the English term African American is afroestadounidense.
