Rationale, discussion and results

Reason: Englwik's real pseudonyms are Correcteur21 on the French Wiki and Belyny on the English one (look at the report that was made by the french administrators, especially the "Principales interventions des comptes" part). Creator of many, many blocked accounts, he is very famous on the French Wikipedia for his numerous acts of vandalism. Please block him as soon as possible: his specialty is trying to pass on false information, and one of his current target subjects is the Perier family and its various members (right down to their information on Wikidata!).
