Rationale, discussion and results

Reason: Please see the explanations at Meta. Also vandalism on Wikidata (mass blanking of dozens of interwiki links data for pov and/or hounding and revenge against wikiquote reasons (because wikiquote blocked him), see [1]). It seems Meta is the only place where crosswiki checks are done, so this request here may be not needed here?

@Sotiale: When a sockpuppet continuously created dozens of sockpuppets and used a large number of IPs and proxies on multiple wikis where he is indef blocked for cross-wiki abuse and to avoid pattern detection of the socks, (and this seems to have gone for years, so this is a LTA), then a cross-wiki check is needed. It seems Meta is the only place where crosswiki checks are done, and if this does not meet the requirements, then please let me know what are the requirements for a crosswiki check to be done. If it can be shown here that the users are the same, which the evidence strongly suggests, it would confirm that the user is using different socks to avoid pattern detection. Also because the sock continuously created dozens of sockpuppets and used a large number of IP socks, a sleeper check should be done. Cross-wiki checks are needed because the banned sock continuously created dozens of sockpuppets and used a large number of IPs and proxies for cross-wiki abuse and to avoid pattern detection of the socks, and the Xsaorapa account is stale on wikiquote (and wikidata and enwiki and frwiki) and cannot be checked directly anymore (although we know from previous checks that they used VPN proxies), therefore to check the account against other non-stale accounts, a cross wiki check is needed. To be sure that ردم is the same user as Xsaorapa is easier to prove once we know that ردم is the same user as Sixesurly, Numwide and Auxentios. And the same goes the other way around, for example to prove that Auxentios is the same as TwoHorned and Xsaorapa, cross-wiki checks are needed. To prove that Sixesurly, Numwide and Auxentios and ردم are the same user, cross-wiki checks are needed. It seems very certain that they are the same account, but because the socks continuously created dozens of accounts cross-wiki to avoid pattern detection of their accounts, and used many VPNs and proxies, a cross wiki check is needed in this case for proof. So ردم , Sixesurly, Numwide and Auxentios cannot be checked against Xsaorapa because it is stale, but it can be checked cross-wiki.
