Use as qualifier

In Wikidata:WikiProject_elections, this property is defined as qualifier to indicate the person that is candidate in party for party-list proportional representation (Q31764) some years ago. Now we have more qualifiers than main value (see "current uses", above). So, I add "valid for qualifiers " in Property:P210#P2302 in order to avoid constraint message.
