@Verdy p: Statements are not only for current data points, but also for historical ones. These are distinguished by rank. Poland did in the past border on the EU, even if it does not border on it now. (Ideally, there would also be an end date on the statement, but it's still acceptable without one, so long as the rank distinguishes it.)

Actually the entry was invalid without dates ! (and this must be symetric in the declarations for the EU, with the same dates if you want to keep that).
But note that the declarations in the EU would then need many more historic entries.
Ranks are NOT at all good qualifiers for that (even if you assign a lower rank to historic declarations, they are not distinctive enough, notably for the EU whose enlargement or reduction has changed multiple times at different dates).
