Hey BukhariSaeed, that user does not exist at Wikidata, as you can see from this tool result. Very likely the problem would be gone once they have visited Wikidata while logged into their account.

He said, 'even i'm not able to log in on wikidata'.

Interesting. Honestly, I have no idea what's going on here. Maybe some autoblock, local IP block (from this list), global IP/proxy server block from metawiki; I also would not rule out that this might be a problem with their computer.

I recommend to make an official request at Wikidata:Requests for permissions/Other rights#Requests for IP block exemption where you describe the problem as much as possible in detail; you can refer to this topic Topic:Uu708zv4uh8zsihy as well. Hopefully another administrator is more experienced with such kinds of problems—I am unfortunately not :-)
