I don't think the item should be merged (or deleted). By definition of administrative territorial entity (Q56061), the subclass tree includes local government areas and electoral constituencies among other things. The Wikipedia article language links (if their content only cover the states and territories) should be moved to state or territory of Australia (Q178712) (which you have done), but as a structural node I think this is still necessary as a distinct Wikidata item. There is some discussion on the talk page about this, but no clear consensus. --Canley (talk) 12:26, 13 October 2018 (UTC)
