Global renaming

On 1 July 2014, it will be possible to rename a global account from meta. The current plan is as follows:

  • Stewards will handle global renaming of accounts with a standard unified login from meta.
  • Local bureaucrats will retain the renameuser right, and will handle renames for users without an SUL and usurpations.

This is essentially a transition period, in which stewards can globally rename users but local bureaucrats retain their local renameuser right. This will change with SUL finalization, when that right will be removed from the bureaucrat group. The WMF sees this as a community issue (despite it really being a technical one surrounding global accounts), and as such, this project is under no obligation to follow this plan. However, for the sake of the people requesting renames and to prevent the SUL system from becoming even more mangled, it would seem to make sense.

If the bureaucrats/community here are OK with this plan, then the best way to implement it would be to direct all requests for renaming to m:SRUC starting on 1 July. Like I said above, usurpations and renaming of accounts without an SUL would still need to be done here.

@Ajraddatz: Who would notify us if our help is needed at SRUC? I believe it would cause too much confusion if we asked requesting users whether they have a complete SUL or not, so if we agree on this we would probably direct all users to meta, regardless whether they have a full SUL or not, just in order to keep things easy. Or, if the other bureaucrats (like Ymblanter above) agree, we could also do it like jawiki and simply not use our rename right anymore (i. e. letting stewards handle local renames as well). Vogone (talk) 13:02, 19 June 2014 (UTC)
This is also fine, but as the first solution I would just send all users to Meta, and then if they come back they know what they need. Or a steward can leave a notice here.--Ymblanter (talk) 13:11, 19 June 2014 (UTC)

I have a COI, but my opinion is that if the user has a global account, we should send them to meta, if they don't, we should do the rename locally. Legoktm (talk) 22:39, 27 June 2014 (UTC)
I agree to what Legoktm said and think Ajraddatz's proposal is a good idea. However, I'm happy when the migration to global renaming only is finished and confusing will hopefully stop. -- Bene* talk 07:17, 28 June 2014 (UTC)

The problem is that we seem to have different opinions on this matter. While Ymblanter and me think we should either send all users to meta or let stewards do the entire renaming work, including local renames, Legoktm and Bene* seem to be of the opinion that we should keep all requests locally and only send users to meta where appropriate and fulfil the remaining requests locally. I think we should sent users with global accounts to meta, but handle "local" (unattached and only on Wikidata) accounts here. Since it doesn't seem like there are many non-global accounts anyway (I may be wrong), local renames would be down to a minimum until the complete transition occurs.
