Reason: These accounts have been spamming "Thành Phố Thủ Đức, Thành phố Hồ Chí Minh, Việt Nam" into vi descriptions of various items. FYI, Thành Phố Thủ Đức (Q104050371) was an urban district of Ho Chi Minh City (Q1854), but recently VN govt. promoted it to subcity level. viwiki, among others, have then been facing with IPs and accounts attempting to add this very statements ("Thành Phố Thủ Đức").
