Unnecessary?

If we intend to adopt the meta policy word-for-word (and in this specific instance I have no objection to doing so), can't we simply have a short couple of sentences explaining what IP block exemption is, why you might need it, and then provide a cross namespace link to the appropriate meta page for further information? —WFC— 08:44, 2 December 2012 (UTC)
