Label change

- IIRC, this (change of en label from "number of seats" to "number of members"; three months ago) was done to avoid confusion with number of seats in assembly (P1410). - Well, it should be consistent with all other language versions and its definition. One might want to keep that in mind in the future, before doing such implicit re-scoping.
