I do not think that XML output is a suitable result for Formatter URL, as it is intended for human use rather than computer use. Format code

The new updated revisions of the dictionary incorporate different code format that return constraint messages. See: digital rights management (Q192532), which is correct as it exists in https://op.europa.eu/en/web/eu-vocabularies/concept/-/resource?uri=http://eurovoc.europa.eu/c_f53bfc88.
