Why is there a restriction to non-profit organisations ??

statutory purpose (P6346) (« objet social » in French) should not at all be restricted to non-profit organizations. Currently it is restricted by requiring instance of (P31) being set to nonprofit organization (Q163740) or social purpose corporation (Q25048281) or its subclasses.

In Fact in France, ALL organizations have a « objet social », which is required by law and part of its registered status, and allows defining its scope of activities (also allowed them to register the required "APE" code from INSEE: every organization in France has an APE code).

So this P6346 applies as well to commercial organizations (farming and fishing, industries, shops and services...), syndicates and professional chambers (commerce, agriculture...), orders of regulated activities (medecine, phamacy, lawyers, notaries, ...), national or regional agencies (management environment for water/basin, parks), educative organisations (schools, universities, research institutes, training centers, museums...), institutions (parliaments, courts of justice, presidence, ministries, police, armies...), social services (social security, employment).

So remove this restriction in France or change it to be more general in scope (P31 being set to organizations, or its subclasses).
