We have member of the Riigikogu (Q21100241) but also subclasses like Member of the 10th Riigikogu (Q37822184). Whether someone is assigned to one or the other seems to be pretty much random, with say Ene Ergma (Q439102) using both styles for different elected periods. Apparently there's plans to standardize this.

municipality of Estonia (Q612229) has three subclasses: rural municipality (Q28122896), city (Q21583365) and small town municipality (Q43227691). The appropriate one should be used.
et:Kohaliku omavalitsuse volikogu links to municipal council (Q701632).
et:Linnavolikogu links to city council (Q3154693), which seems correct, except that municipal council (Q701632) is listed as a subclass of city council (Q3154693) (shouldn't it be the other way around?).

Keep in mind items for a linn (haldusüksus) should be different than the items for the city or town itself. "Tartu linnas asub linnasisene linn Tartu" but also some villages etc - they're different concepts and definitely different Wikidata concepts.
If a linn or vald no longer exists, it should have a replaced by (P1366)vald it merged into
