Recreating deleted item

This account (Arshaan.artist) has repeatedly re-created an item for "Arshaan Mohammadi" even when several previous items with that name have been deleted as not notable (per Wikidata:Notability) and/or promotional (Wikidata is not a place for advertising or promotion). The most recent of these re-created items is Q112513849. If an item is deleted for being non-notable, the user who created the deleted item should not simply re-create it.
