phone number vs local dialing code

Hi! thanks for your contributions at Soledar (Q2399843)!

However, you're using some props incorrectly:

• phone number (P1329): "42068": this should be an actual number I can call, in full ITU E.3 notation, the phone contact of the city. It looks like some sort of prefix, but I don't know what it is. (The reference URL http://solerada.gov.ua/index.php/uk/ is down, so I cannot check)
• local dialing code (P473): "3806274": As you can see from examples of the property, this should not include the country code. So I guess it should be "6274"
