Bot to add/remove sitelink to redirect (Q70893996) (2022-11-08)

- Task description
Regularly run a bot that adds sitelink to redirect (Q70893996) to sitelinks to redirects on Wikimedia projects when the sitelinks points to a redirect and there isn't already a sitelink to redirect (Q70893996) or intentional sitelink to redirect (Q70894304) on the sitelink. If a sitelink tagged with sitelink to redirect (Q70893996) or intentional sitelink to redirect (Q70894304) points to a page that isn't a redirect, remove the badge.
