Motivation edit

For Indonesian colleges, this is very similar to NPSN Indonesian school ID (P4128) but 6 digits. It doesn't have an external identifier. Codes can be found here:

@Germartin1: By "It doesn't have an external identifier" you mean it doesn't have a formatter URL? If the codes correspond uniquely to particular colleges and each college has just one code then it ought to qualify as an external id even without a formatter.
