Notified participants of WikiProject Austria

Regional wiki related to Austria (Q40). Currently some 8700 articles/entries.

There actually seems to be quite a few external-id properties linking to Wikis^[1]

Most of them appear to use as identifier the page title (or a redirect from a more stable name) ; in some cases it makes lots of sense as the page title is really not likely to change (eg, the file formats wiki). However, User:Raimund Liebert (WMAT) suggested to rather use the mw:Manual:Page_table#page_id, instead of the page title, as it is more stable as it does not changes when pages are moved.
