Properties for deletion may be used:

To merge a property to another, or request to deprecate a property in favor of another.
To change the data type of a property currently being used.
Rarely, to delete a property with no replacement (e.g. it refers to an external website that is closed and/or not suitable for Wikidata).

Properties for deletion should not be used:

To change the scope or purpose of a property; these should be discussed at the talk page of the property, project chat, or requests for comment.
To request of undeletion of a property. To challenge a recently closed properties for deletion, you may use administrators' noticeboard; otherwise, you may repropose the property.
