Motivation edit

This is another Wikidata property related to law and justice (Q22984026) for Japan (Q17), which can link Japanese law items to a full-text database recently published from Nagoya University (Q1191132). This would be quite useful because it provides XML-ified full texts for historical acts and imperial ordinances. To differentiate from existing properties, e-GOV law ID (P8610) also provides XML-ified full text, but it only covers currently effective laws. Additionally, I have a concern about the label. On their website, they call it 法令データベース (lit. "Law Database"). It is too much general name, so I added "JAHIS," taken from the hostname of the URL, possibly standing for their project name, JApan History Information Studies.
