How to use?

Opposition to Wikidata:Property proposal/Directory of Open Access Journals ID, now Directory of Open Access Journals ID (P5115), pointed to P3303. On ISSN (P236) it is used, but how can one mark an individual item? For example at International Journal of Molecular Sciences (Q3153277) it says that two ISSN exists in DOAJ ("stated in"), but no use of P3303.

Again, User:ArthurPSmith proposed to use P3303, this time at Wikidata:Property proposal/Deutsche Biographie person ID: /Yes, but that was after a long discussion that still left some doubts there should be a better way. third-party formatter URL (P3303) was designed for this - so I guess the question here is whether there's a similar issue that this dataset covers only a subset of what's in the full GND identifiers list (which I'm guessing is the case).
