Motivation

Government database tracking pollutant emissions from facilities across Australia. Wikidata could play a useful role enabling categorization by commercial, industrial, geographic or social factors. Note that there is a YYYY year in the URL formatter. I don't think it's critical enough to be stored in the identifier, and instead propose that this is incremented each year in the formatter URL when the latest results are released.
