Additional context:

Wikidata:Property proposal/Shape Expression for class is currently under hold. The proposal was made in May 2019 and is still "under hold" because the datatype is still not available
Discussion on Wikidata:Project_chat#How_to_resume_a_property_proposal_being_on_hold (April 2020) on how to resume the property proposal discussion. Suggestions like string, identifiers and item as datatypes were made.

Oppose; Wikidata:Property proposal/Shape Expression for class seems preferable to me, although it is "on hold" because that data type is not yet available.
