Changed to single best value constraint

This used to be single value constrained, but municipalities that have moved to a different county get assigned a new code. This should be indicated with qualifiers and rank preferred on the current value. Rather than adding exceptions for the 60+ municipalities that would need it I changed to single best value constraint. Belteshassar (talk) 11:09, 21 June 2020 (UTC)
