Incorrect encoding of accented letters

Note that Wikidata incorrectly URL-encodes Estonian accented letters, so it's impossible to link to a ESBL profile that has accented letters in the name:

• when entering the value Robert_T%E4ht then Wikidata escapes the % as well, producing the URL http://www.esbl.ee/biograafia/Robert_T%25E4ht
• when entering Robert_Täht then Wikidata encodes it into the URL as UTF-8 (which is recommended by IETF standards IIRC), producing the URL http://www.esbl.ee/biograafia/Robert_T%C3%A4ht , but the website expects ISO-8859-1 (Latin 1) encoded and URL-encoded value instead.
