The Colon Classification (Q1110558) is a universal library classification used in Indian libraries ( WikiProject India has more than 50 participants and couldn't be pinged. Please post on the WikiProject's talk page instead.). It consists of 54 basic classes to be combined to obtain new more specific classes (some classes may have no direct correspondence in Wikidata but a combination of multiple Wikidata items). We (@Carlobia: and I) would like to create the mappings for library applications. For instance 2:7 is reference librarian (Q57699384) so books about reference service can be searched e.g. via http://scigator.unipv.it/cc/index.php?ve=2%3A7&hi=9. Comment I am assuming the intent is for this property to be used as an "external identifier", linking the CC to topics (items like literature (Q8242) used as an example above). Note that it could also be applied to works, to classify them, as it would be in a library, but in that case it is a classification, not an external identifier.
